Construction of level II protective structures for critical infrastructure facilities

Key Features:

Under modern conditions, the construction of energy infrastructure facilities strictly requires the integration of engineering solutions for the physical protection of equipment.

The solutions are implemented in accordance with state regulations and resolutions of the Cabinet Ministers of Ukraine regarding the protection of critical infrastructure ("Fortress Country"), which mandate:

  • the necessity of establishing protective structures;
  • blast and impact load resistance of the structures;
  • minimization of equipment damage risks resulting from attacks;
  • provisions for rapid equipment access via technological openings.

Design solutions are adapted to the specific facility, taking into account its location, equipment type, and potential threat level.

Implementation:

Internal protective structures:

  • construction of reinforced concrete shelters with a wall thickness of 1 m;
  • ensuring protection for the main process equipment.

External protective structures:

  • installation of pre-detonation screens: steel stanchions with reinforced mesh (Ø16 mm, 450×450 mesh size);
  • ensuring blast wave protection for the reinforced concrete shelters.

Design solutions for maintenance access:

  • provisions for rapid access to the equipment are integrated into the design;
  • removable gate structures made of concrete blocks have been installed;
  • shelter steelwork is assembled using bolted connections to ensure rapid dismantling.

Result:

Comprehensive physical security and protection of the critical infrastructure facility against external impacts, specifically blast and impact loads, have been achieved.

The implemented solutions allow to:

  • maintain equipment operability in the event of attacks;
  • minimize the risks of infrastructure damage;
  • ensure the operational continuity of the energy facility.
